Standing Committees

Access to Justice
This committee shall consider and make recommendations to the Board of Governors necessary to promote the growth of pro bono service to the poor by members of the State Bar. It shall conduct a continuing review of the operations of the Pro Bono Project and shall make recommendations to its director concerning the means and methods of improving and continuing the quality of service provided by the Pro Bono Project. It shall also promote the establishment and efficient maintenance of legal aid organizations equipped to provide free legal services to those unable to pay for such service, shall study the administration of justice as it affects persons in low income groups, and shall study and report on methods of making legal service more readily available to persons of moderate means, and shall encourage and assist local Bar associations in accomplishing this purpose.

B.A.S.I.C.S.
This committee shall monitor and render advice to staff, Executive Committee, and Board of Governors with respect to the rules, procedures, policies and operations of the B.A.S.I.C.S program.

Bench & Bar
This Committee shall identify and facilitate solutions to issues of mutual interest between State judges and Georgia lawyers for the benefit of the bench, bar and public. It may recommend annually to the President-elect volunteer members of the Bench and Bar Committee who would serve on Standing Committees of the State Bar to facilitate overall cooperation between the bench and bar.

Children & the Courts
This committee shall consider the interests of children in the judicial system. It shall advise the Executive Committee and Board of Governors with regard to those interests so that all people, including children shall have equal access to justice.

Clients' Security Fund Board of Trustees
This committee shall monitor and render advice to the staff, Executive Committee, and Board of Governors with respect to the rules, procedures, policies and operations of the Clients' Security Fund. It shall decide grants in accordance with the Fund's rules and policies.

Commission on Continuing Lawyer Competency
It is of utmost importance to members of the Bar and to the public that attorneys maintain their professional competence throughout their active practice of law. To that end, this commission establishes the minimum requirements for continuing legal education.

Communications
This committee shall monitor and render advice to the staff, Executive Committee, and Board of Governors with respect to the State Bar's program of communications with its members, the public, and the media/press. It shall improve the understanding of the judicial system through the development and implementation of the Foundation of Freedom Program.

Consumer Assistance Program
This committee shall monitor and render advice to the staff, Executive Committee, and Board of Governors with respect to the rules, procedures, policies and operations of the Consumer Assistance Program.

Disciplinary Rules & Procedures
This committee shall advise the Executive Committee and Board of Governors with respect to all procedural and substantive disciplinary rules, policies, and procedures.

Elections
This committee shall prepare, supervise and conduct the elections of all officers and members of the Board of Governors of the State Bar of Georgia and conduct all Bar polls.

Fee Arbitration
This committee shall monitor and render advice to the staff, Executive Committee, and Board of Governors with respect to the rules, procedures, policies and operations of the Fee Arbitration Program.

Finance
This committee, which shall include the State Bar Treasurer, State Bar President-elect, and YLS President-elect as ex-officio members, shall be appointed and organized by the President-elect within the six (6) months immediately preceding the Annual Meeting of the State Bar so as to facilitate the preparation of a budget of estimated receipts and disbursements for the approaching fiscal year, which said budget with appropriate recommendations the committee shall cause to be submitted to the meeting of the Board of Governors held either during our immediately after the Annual Meeting for appropriate consideration and approval. The committee also shall be responsible for monitoring the finances of the State Bar throughout each Bar year to ensure that all State Bar funds are being received, held and disbursed in accordance with the provisions of the budget approved by the Board of Governors. In the event this committee feels that developments during any Bar year dictate, it shall have the duty and responsibility for initiating consideration of proposed budget amendments to the Executive Committee, and in turn to the Board of Governors for action. The committee shall be charged with the duty of ensuring that funds of the State Bar are properly invested and for ensuring that no funds of the State Bar are utilized in a manner contrary to the not-for-profit purposes of the State Bar. It shall also serve as the Pension Plan Committee for the defined contribution pension plan for the employees of the State Bar. This committee shall make recommendations to the Executive Committee, Board of Governors and Bar members concerning banking and investments of the State Bar of Georgia with the goals of maximizing security and earnings.

Foundation of Freedom Commission
This commission shall promote public understanding of the law and its role in society through a public education program about democracy, the rule of law, the legal profession, and the judicial system.

General Counsel
This committee shall monitor and render advice to the staff, Executive Committee, and Board of Governors with respect to the rules, procedures, policies and operations of the Office of General Counsel.

Georgia Bar Journal Editorial Board
This committee shall monitor and render advice to the staff, Executive Committee, and Board of Governors with respect to the scholarship of legal articles in the Georgia Bar Journal.

Georgia Diversity Program
This committee shall monitor and render advice to the staff, Executive Committee, and Board of Governors with respect to the rules, procedures, policies and operation of the State Bar of Georgia Diversity Program.

Judicial Procedure & Administration
This committee shall observe the practical working of the judicial system of this state in all courts and recommend such changes to the law or uniform rules as observation or experience of the committee may suggest. It shall receive and review all proposed legislation affecting the courts of this state and report findings and recommendations on any such legislation to the Advisory Committee on Legislation and the President of the State Bar. It shall also consider and make recommendations on all proposed uniform or other court rules. The committee will also confer and advise with the American Law Institute in its work and promote its programs as may be of interest and benefit to the State Bar.

Lawyer Assistance
This committee shall monitor and render advice to the staff, Executive Committee, and Board of Governors with respect to the rules, procedures, policies and operation of the Lawyer Assistance Program.

Legislation
This committee shall prepare for legislative action such matters requiring legislation as may have received the approval of the State Bar's Board of Governors. It shall keep itself informed as to all proposed legislation affecting members of the Bar and the practice of law, and shall take appropriate action for support or opposition to such legislation. It also shall make due presentation of such proposed legislation to the appropriate legislative committee or bodies. (Ad hoc committees will be created as needed for specific legislation.)

Local Bar Activities
This committee shall have the duty of promoting the organization and maintenance of local and circuit Bar associations throughout the State and creating a closer affiliation between such associations and the State Bar. In connection therewith, it shall promote activities statewide to recognize Law Day. The Local Bar Activities Committee has established a discussion group through Yahoo.Com for the distribution of information from the Committee, and for various local bar organizations within the State of Georgia. Local bar leaders are encourage to participate by joining the group at http://groups.yahoo.com/group/gabaractivities.

Long Range Planning
This committee shall develop and monitor external trends that may affect the operation of the State Bar of Georgia and the practice of law in the State. It shall develop and monitor the long range plan of the State Bar.

This committee shall recommend services and products to the members of the State Bar when such recognition will result in special value that is not otherwise available to them in the open market.

Memorials/Resolutions
This committee shall receive, study, and present for consideration by the membership at any Annual, Midyear, or special meeting each resolution proposed by an individual member of the Bar in accordance with the rules of the State Bar of Georgia. This committee shall also concern itself with the collection and maintenance of adequate records of deceased members of the State Bar, and at the direction of the Board of Governors report thereon at any annual or special meeting of the State Bar.

Organization of the State Bar
This committee shall consider and make recommendations on all proposed amendments or changes concerning the organization of the State Bar as reflected in its rules, bylaws and procedures.

This committee shall advise the Executive Committee and Board of Governors with respect to staffing, salaries, and other personnel matters.

Professional Liability Insurance
This committee shall study and make recommendations to the Executive Committee and Board of Governors concerning professional liability insurance issues of concern to members of the Bar and services which can be provided by the State Bar to its members in connection with the purchase of professional liability insurance.

Professionalism
This committee shall consider and make recommendations to the Executive Committee and Board of Governors necessary to preserve professionalism in the practice of law. It shall concern itself with the various facets of professionalism including knowledge, technical skill, commitment to clients, dedication to the law and public good, and ultimately the providing of competent legal services to the public.

Programs
This committee shall advise the Executive Committee with respect to the addition, deletion, change, and operation of all State Bar programs and services. It shall solicit and review staff and budget impact statements whenever any proposal is made for the addition, deletion, or change of any State Bar program or service.

State Disciplinary Board
The State Disciplinary Board is vested with the powers to investigate and discipline members of the State Bar of Georgia for violations of the Standards of Conduct set forth in Bar Rule 4-102.

Statewide Judicial Evaluation
This Committee shall advise the President with regard to the qualifications of all candidates for appointment to the Supreme Court of Georgia, the Georgia Court of Appeals, and the Georgia courts. The purpose is to assist the Judicial Nominating Commission in carrying out its mission.

Uniform Rules
This committee will advise members of the Bar and the Board of Governors regarding changes it deems necessary to the uniform rules of court. This may be in the form of either comments on proposed rules changes or proposals for new rules changes.
