Section 5. Nominations

Nominations for any office or position may be made in any of the following ways:

  1. Nominating Committee. There shall be a Nominating Committee which shall consist of the president-elect, who shall act as chairperson but shall have no vote on the committee, and seven members who shall be appointed by the president from among the members and alternate members of the Executive Council. The president-elect shall notify all Committee members of the time and place of meetings. Five voting members of the Nominating Committee shall constitute a quorum for such meetings.
    1. Nominations of Officers. No later than Nov. 15 of the year preceding the Annual Meeting, the Nominating Committee shall nominate one or more candidates for the office of president-elect, treasurer or secretary and report the names of all nominees to the Election Committee. The Nominating Committee shall submit the names of all nominees for office to the Election Committee no later than Nov. 15 of the year preceding the Annual Meeting.
    2. Nominations for Executive Council. Not less than sixty days prior to the date of the Annual Meeting, the Nominating Committee shall nominate: two or more candidates for each Executive Council post of a Congressional District for those posts whose members' terms of office will terminate at the next annual meeting; twelve or more candidates for election as members at large to the Executive Council; and two or more candidates for the post of nonresident member in the years that the term of such office terminates at the next Annual Meeting. The Nominating Committee shall submit the names of all Executive Council nominees to the Election Committee not less than sixty days prior to the date of the Annual Meeting of the Young Lawyers Division.
  2. Nominations from Members. Nominations for candidates for the office of president-elect, treasurer and secretary and for positions on the Executive Council may be made by the membership of the Young Lawyers Division as follows:
    1. Any two members of the Young Lawyers Division who are qualified to vote in accordance with these bylaws may submit a nominating petition to the Election Committee for officers no later than Nov. 1 of the year preceding the Annual Meeting; and for Executive Council not less than sixty days prior to the date of the Annual Meeting of the Young Lawyers Division; provided, however, that nominations for election of the nonresident member to the Executive Council shall be signed by not fewer than two active nonresident members of the Young Lawyers Division. The nominating petition shall be substantially in the following form.

  1. Any ten members of the Young Lawyers Division who are qualified to vote in accordance with these bylaws may submit a nominating petition to the Election Committee not less than ten days prior to the date of the annual meeting at which elections are to be held nominating a candidate for a position on the Executive Council which is to be filled at such election. Such a nominating petition shall be in substantially the same form as set forth in paragraph (1) of this Section of this Article, and if the nomination is for the position of nonresident member of the Executive Council, at least two of the ten petitioning members shall be active nonresident members of the Younger Lawyers Section.
  2. Should no nominations for positions on the Executive Council which are to be filled at said annual meeting be received or properly filed in accordance with these bylaws, then nominations for such office may be made from the floor if these are proper nominations made for such office or position in accordance with other provisions of this Article.
