Section 4. Establishment of Sections.

The Board of Governors may establish a new section dedicated to an area of law or practice not duplicated by any other section of the State Bar. Every application to the Board for the establishment of a new section shall set forth:

1. the area of law or practice to which the proposed section is to be dedicated which shall be within the purposes of the State Bar;
2. a statement of the need for the proposed section;
3. the proposed bylaws for the government of the section; and
4. the names and addresses of at least ten members applying for creation of the section.
